[Known] Westend - Missing collision on stair railings

    Title: Westend - Missing collision on stair railings

    Details:
    There is missing collision on the railing for the stairs at this location.

    Avatar can walk right through the railings and fall off the stairs.

    In contrast - the railing at the next level once you reach the top of the stairs do have collision set correctly.

    Steps to Reproduce:
    1) Go to the stairs at this location in Westend
    2) Walk the avatar through the stair railings - observe there is no collision, and the avatar falls off the stairs
