Light Armor/Sprint doesn't work if you have NPC clothes.

    Works only with light armor. Don't know if that makes sense, but clothing would seem to be lighter than leather or cloth armor.

    It is a Light Armor SKILL, if you are just wearing something like the Merchant Piece it is NOT armor so not activating the Skill tree.

    So you know the answer it is NOT a bug.
