lightning air resist debuff only 20s

    Title: lightning air resist debuff only 20s

    Details: Chris indicated that specialization would give lightning a -10 air resist debuff that stack 5 times and have a duration of 1 min (It previously had a non stacking debuff that last 20s) It l looks like it is stacking but it only last 20s (instead of 1 min) so its hard to get the benefit of 5 stacks before they start wearing off

    CPU: Intel(R) Core(TM) i5-6600K CPU @ 3.50GHz (4) System RAM: 8116
    GPU: NVIDIA GeForce GTX 970 GPU RAM: 4058
