Loading screen tooltip about Novian time, take 2

Back in release 38 in February 2017, I made a post about this tooltip that said:

"Every hour on earth is a day in Novia, Novia months are 1 earth day long, two weeks on earth is a year in Novia."

I just found that tooltip again, and it's since been changed to:

"Nearly every hour on earth is a day in Novia! Novian months are 28 Earth hours long. Two weeks on earth is a year in Novia."

instead of my suggestion to simplify this with (slightly altered now):

"1 hour on earth is 1 day in Novia. 28 hours on earth is 1 month in Novia. 2 weeks on earth is 1 year in Novia.

So this was 9 releases ago now, which begs a few questions.

• How long does it take to update a tooltip?
• Am I wrong about this being simpler to understand? And that it should remain (as confusing) as it is?
• Assuming it's quick to change and the simpler version is the better version, why is it taking almost a year to make such a small change?

This affects every piece of feedback we're giving - if we don't have much say for the quick things to be fixed, what use is this forum?
