Title: Locked Skill Charging using mouse only - Will not work first time on scene change until a skill is pressed once.

Details:When entering a scene (town - basement or loading into a scene or entering combat the first time) the first attempt of any locked skill to charge (buff or attack) using the mouse does not work. You have to use a skill once, and then it allows for any skill to be charged. This is for mouse clickers only, hot keys look to function normally.
Steps to Reproduce:Load into a scene and try to stack a buff or skill the first time with the mouse. Also appears to occur every time you go into combat.
