"Lot Loading Agressiveness" Slider

    It seems that lot decoration loading is the largest performance hit. This seems to do with GC Heap Overhead of these routines. This results in framerate grinding to a halt in many towns.

    While a long term goal would be to optimize the lot loading routines to eliminate heap usage for temporary storage, I think the easiest short term solution would be to create a config slider that limits the number of lot decorations loaded per a frame (and thus the amount of GC Heap Overhead generated.)

    Such a simple slider would determine how many deco objects to load in a single frame.

    This solution would also be beneficial to reducing other forms of lot loading overhead as even after the heap optimization issues in lot loading are fixed.
