Lots the same size but not the same size?

Good afternoon.
I am taking a walk through different cities and stopping to browse houses and lots.
It has caught my attention that I have seen some city size lot larger than other city size lot.
For example, in Knight's Watch the Omegaflux's city size lot is smaller than the Sharp Courage's city size lot.
I measure the distances by counting the seconds it takes me to cover them, without obstacles and without running, and in these lots there is a difference of almost three seconds, both in width and length. The difference is visible even with the naked eye, without having to travel the distance.
Why is there this difference if it is assumed that both are the same size?

 

omegaflux doesn't have a city lot, they have a town lot.
