Steps to Reproduce: Get a regional mail packet to deliver, then try to delivery it.

Had a mail package to delivery to Desolis. The Desolis town crier would not acknowledge that I had a mail package. So, I figured it was an issue with a pre-patch mail package and took the "lost mail" route. Got a new mail package to delivery from Desolis to Broochash. Same thing: the Broochash town crier also refuses to acknowledge that I have a mail package.
