    Title: Masterwork +15% charge stun chance only giving +0.1% increase on the skill

    Details: Masterwork +15% charge stun chance only giving +0.1% increase on the skill Charge in the shield tree; at 68 skill, I have 59%, when I equip the shield, it goes to 59.1%.
    Steps to Reproduce:
    1. log in
    2. unlock charge in shield tree
    3. craft shield and masterwork +charge stun chance
    4. equip and un-equip shield while viewing tool-tip of the skill Charge
