Max durability repair

Hello,

Can anyone explain, is there any chance to repair maximum durability of the equipment ? I was try repair tools but it dont help.
Or you just need to buy new when the time comes?

for gear, there are two repair recipes on the smithing, tailoring, and carpentry tables. the major recipe repairs max (although less each time).

...but none of those will repair tools. the only way is doing field repairs with tool repair kits.
