"Merchant" in Xenos doesn't open a buy panel

    Title: "Merchant" in Xenos doesn't open a buy panel
    Reproduction Rate: 100%
    Blocker? Can't buy from her, but doesn't impede the game otherwise
    Details: This female NPC has a name of "Merchant" above her head, but when I speak to her, a merchant buy window doesn't open up. I even clicked the "wares" keyword and still nothing. Apparently, her name isn't important (so she says) so I can't give you much more details than the /devbug loc
    Steps to Reproduce: Go to /loc below, speak to Merchant NPC, get no merchant window.
