Mesmerizing Melody, why level it?

    I’ll get into how OP and wrong I think this skill is for some game play at another time after I learn more on it. But in the mean time....

    What’s the point in taking the skill past level 1?

    Am I missing something?
    It seems leveling the skill offers no addition mez chance, and duration and the rest is controlled by the passives. Even leveling it for additional stacks seems a no-go, as stacking the skill also adds nothing to chance or duration. Is the skill really already at max power at level 1 with spending no xp into it?
