Minor storyline ideas

I'm not sure what was meant by soliciting lore, but I'll throw out an idea or two.

Oppressed communities can be interesting. I can see a community of simple peasant folk (superstitious, shamanistic) just trying to get by. Add one local hedge wizard who scares the pants off of these folk. Perhaps he changes some of the nearby wildlife into grotesque creatures and convinces the community to supply him with food, reagents etc. Discovering the truth behind this scenario might be an interesting task.
