Basically just what the title says. Most skills give you an idea of what % chance they have to do something or how much they're going to increase. With this skill it doesn't tell you the current value or the 'in 20 lvls value'.
I'd be interested to know how much this skill is/isn't helping. I mean, is it a 5% chance at lvl 80? Or is it a 80% chance?
