Moon Beams spell from the magic Moon tree has no effect

Moon Beams Skill is leveling correctly when in an adventure zone and cast on creatures there while in combat (see picture below).

Casting a Moon Beams AOE effect on creatures already engaged in combat, have no effect on creatures at all. I do not know if that is intentional or not.

i believe taking any damage is supposed to break a mez (that avatars cast, not necessarily that are cast on us!), so that would be intentional.

 

Yeah, the lack of that information in the tooltip will continue to confuse players about this skill.
