Most (but not all) rugs can't be placed on pavers, indoors or out

    Title: Most (but not all) rugs can't be placed on pavers, indoors or out
    Reproduction Rate: 100% for most rugs
    Blocker? No
    Details: Most rugs (some animal rugs excluded) cannot be placed on pavers, shop, reward, and crafted. A few, like bear skin rugs, can be placed.
    Steps to Reproduce: Try to put a wagon wheel rug on a paver.
