Multi Shot stops avatar movement for ~1 sec after completion

    Title: Multi Shot stops avatar movement for ~1 sec after completion
    Reproduction Rate: 100%
    Blocker? No

    Details: When firing Multi Shot while moving, not only does it stop Avatar movement to execute (not sure if this is intended), it also stops your movement for an additional ~1 second after execution before you start moving again.

    For a 5th-level skill, Multi Shot is already arguably underpowered. These movement penalties (stopping movement during execution, stopping movement after execution) make it even less viable to use.

    Steps to Reproduce:
    1) While moving, fire Multi Shot
    2) Avatar stops to execute the skill - execution time of 1 second
    3) After execution, Avatar is unable to move for an additional ~1 second

    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-3930K CPU @ 3.20GHz (12) System RAM: 32687
    GPU: NVIDIA GeForce GTX 970 GPU RAM: 4059
    SotA.EarlyAccess.Win.64.511.Date.11.21.16
