For a forum name change, that is through your profile in your account on the website. For a character in game, it is probably easier to just start a new one, one of the backer rewards was getting three character slots - the gold and XP are shared between them.
If you're not in SP, sounds like you're early enough in you'd be better of just making a new character. The reason for the hefty fee is that have to manually go in and change a bunch of stuff. Probably wouldn't be a big deal with your character, but according to the devs "$25 doesn't pay for the developer time" if the character has much stuff.
Your profile looks old enough, are you backer by any chance? If yes, there might be a chance that you have 2 Name Change Voucher. Check under your accounts -> add-on if you have this.
Where do I look? Is this in-game? EDIT NM I found it but how do I use it should it be in my inventory?
You can't use it in game. You got to email support. "Contact support@portalarium.com with the details of your Name Change Request once you've purchased your Service Voucher. " I'd suggest deleting the character and starting over if you are very early in the game, as mentioned by the others above me. (Especially when support is kinda slow these days.) Hope this helps.
If you are talking about your items, they can be left in the bank. Any lot deeds placed are account based, so they will still remain if you delete and start over. The only thing lost will be your XP and progress. In any case, if you are going to mail support, I suggest that you drop a PM to ATOS too. They will be extremely busy the next few days (next release) so better catch them quick! Good Luck!

Seriously that simply sounds wrong. Chose one way of taking contact and stick with it (normally support@portalarium.com) and please don’t send the same request on multiple ways! This just creates not necessarily workload for the devs as they have to verify that this is not a new request. You just see your two or three messages about the same topic on different ways as no big deal but the devs might get hundreds or thousands of requests each day and I guess reducing the number in half by simply not sending doubled messages would help them a lot.
