    Title: Steward can place a lot marker but then not move it

    Details: A Steward is able to move a lot marker from their inventory and place it down, but then is unable to move the lots position or pick it back up

    Steps to Reproduce: As above

    Are they in deco mode? You can place items when not in deco mode but not pickup or move items.
