New Player Cannot Complete SB Escort Edvard Quest without Bow

Title: Cannot Complete SB Escort Edvard Quest Unless You Pick Up the Bow

Details: I ran through the area and grabbed a two-handed sword and ignored the bow. I escorted Charlotte to Edvard and we all made it across the bridge but when Edvard led us to the boat I could not use the boat. I got a message that said I needed to talk to Edvard first. When I talked to Edvard, he said I needed to escort him safely across the bridge. I went back and went slow this time and got the same frustrating dead-end. After reading some other bugs about Edvard and the bow, I went back and picked up the bow. This time I was able to complete the quest (even though I still used the sword and not the bow).
Steps to Reproduce:Go to new player Solace Bridge and do not grab the bow and try to finish the quest.
