New starter experience question about free row lot deed.

Recently I spent money on the game to open up another online character slot. I have completed the solace bridge outskirts and soltown quests. Where do I go for the free lot deed? Or is there only one free deed per account? My main has already claimed both, row and village. I went to Kinsey with my new character and typed deed, didn't receive one.

/edit Ok, seems they added new quests, or I overlooked some with my main. I still have a quest asking for medicine from alchemist, so maybe I'm not finished. Also, a search for scouts quest. Also don't recall that one.
