No avoiding Sieges Message from inside a Town

    1. Title: No avoiding Sieges Message from inside a Town
    2. Reproduction Rate: Brookside 100%
    3. Blocker? no
    4. Details:
      I went to the besieged Town Brookside.
      Received the Message that I can pay 2000gp as fee to escape. Paid the fee and bypassed the Siege.
      But when I wanted to leave Brookside, there is no Messsage to pay a fee.
    5. Steps to Reproduce: Leave a besieged town.
