No boat access to Fishing Expedition in Offline Mode

    Details: There are no boats taking you to the Fishing Expedition scene in Offline Mode. I'm guessing this is because it is a POT?
    Steps to Reproduce:Go to anywhere there should be a boat to Fishing Expedition, discover it is not there Offline.
