No fire if Elf Row 2 story Fireplace

    Title: No fire if Elf Row 2 story Fireplace

    Details:There was a fire in the row house fireplace (exactly the same setup) before. Switched to an elf row house and no fire in fireplace.
    Steps to Reproduce:put Elf house on Row lot.

    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-5820K CPU @ 3.30GHz (12) System RAM: 32604
    GPU: NVIDIA GeForce GTX 1080 GPU RAM: 8144
    SotA.EarlyAccess.Win.64.480.Date.09.07.16
    Area: POT_forest_metropolis_01_template
    Loc: (-207.7, 75.0, 250.5)
