[No Repro] Icon on right says healing blast reached level 24, but it actually reached level 26

The forum topic title is wrong. it should be
Icon on right says healing blast reached level 25, but text in chat says level 23
I noticed that I had typed that part wrong, but the "edit" function does not let me change that.

The main point is, the icon on right has the correct level, but the text chat spits out a notification with the incorrect level.

Reproduction Rate: so far, it is reporting a different number. might work better at higher levels
Blocker? no, just incorrect
Details: as I level healing blast, the icon on the right side is showing a different level than the text going to the chat window. The icon has the correct number
Steps to Reproduce:
1. training healing blast
2. summon an elemental
3. target the elemental
4. put healing blast on non-combat bar
5. target the elemental
6. press healing blast and start leveling it up
7. see the icon on the right go from current level to a higher level
8. see text in chat bar that shows different level than the icon shows.
