Non-PVP can loot PVP tombstones

    Title:Non-PVP can loot PVP tombstones.
    Reproduction Rate: 100%. Rictor Vonbuns repeatedly demonstrated this feature while we were fighting some other players. Vonbuns was not PVP flagged, and did not get PVP flagged for looting tombstones.
    Blocker? Super annoying.
    Details:When a Non-PVP player is on a team with a PVP player, the non-pvp player can loot a tombstone as soon as a PVP player not on that team drops. In other words, even if one team wins, if any of their members die, their tombstones will be looted by the untouchable, unflaged player.
    Steps to Reproduce: Kill someone in PVP. have a non pvp player on your team loot their tombstone.
