Non-pvp flagged players in party with pvp players can grab other pvper's tombstones

    Details: I could grab tombstones of pvpers that died without being flagged while in party with pvpers.
    Steps to Reproduce: Someone in your party flags pvp and kills someone else. Walk up to the dead person's tombstone and claim it while un-flagged.
