    Title: Northwood: Missing NPCs (banker, reagent merchant, crafting merchant, housing merchant, armor merchant, public vendor..)

    Details: The banker (and housing merchant upstairs) is missing from the Northwood bank, as well as the reagent merchant, crafting merchant, armor merchant, public vendor..
    Steps to Reproduce: Visit the bank and other shops.

    Update: this was happening again for me, and I quit the game completely, and reloaded - and they showed up... perhaps network issues?
