[Not a bug] bone foot recipe bug

    1. Title:bone armor foot guard recipe unlearnable at 60 prof
    2. Reproduction Rate:
    3. Blocker?
    4. Details: majority of the bone armor recipes were not able to be learned at lvl 60. i raised tailoring to 61 and all but the foot guards were learnable.
    5. Steps to Reproduce: level 60 tailoring. try to learn bone armor recipes

    @chemist, your tailoring level is not the same as your tailoring proficiency. open your skill tree, hover over tailoring, and the description should list a proficiency number. that's what needs to be 60.
