    I bought a Deed, Village POT taxed and wanted to upgrade to a City Water Deed in a PA Town.

    I upgraded to City, PA, Taxed.

    Next I can upgrade to is:
    Upgrade item for 1400 Gold Crowns to: Deed, City (POT, Taxed Water)
    Upgrade item for 2800 Gold Crowns to: Deed, City (POT, Tax Free)
    Upgrade item for 5600 Gold Crowns to: Deed, City (PA, Tax Free)
    Upgrade item for 7000 Gold Crowns to: Deed, Keep (POT, Taxed)
    Upgrade item for 8400 Gold Crowns to: Deed, Keep (POT, Taxed, Water)
    ...

    How can I upgrade to City, PA, Water ???
