Nothing in the "unlocked" portion of my combat deck can be used.

I'm melee, if that makes any difference - I can use any glyph that is Locked, but any glyph that is unlocked does not respond to a mouse click.

 

Might want to look again. It registers, but doesn't leave the hotbar tray. Meaning it can be spammed. It doesn't look like it's used from the hotbar, but it is in-game. It's a known issue that will be fixed in an upcoming patch.
