NPC crafting vendors (POT and NPC towns) top out at approximately 400 water for sale. This is an absurdly low amount (It would handle planting 100 spots).

Just my town lot alone is 470 spots. Large lots can have well over 1000 spots. A full set of water for crops for me is around 13,000 water. That's a lot of 400 increment purchases.

Please fix the NPC vendors so they care a reasonable amount of water for sale (10k+).
