NPC Gavin the Skills Trainer in Kingsport Won't Train Skills

    Title: NPC Gavin the Skills Trainer in Kingsport Won't Train Skills
    Reproduction Rate: 100%
    Blocker? No
    Details: Hailing Gavin the Skills Trainer in Kingsport gives the normal dialog, but the train option is not clickable, and telling him "train" has him respond with "Sorry, I don't have anything else to say right now" (see this screen shot.)

    Steps to Reproduce:
    1. Go to Kingsport and hail Gavin the Skills Trainer
    2. See that the word "train" is not a link, nor telling him "train" does anything.
    User Specs: PC running Windows 8, 64 bit OS. Game version Win.64.607
