    NPC town empty lot does not allow stacking planting bed on blocks. If it is changed to other house, it allow stacking planting bed on blocks.

    Steps to Reproduce:
    1. Set the lot as an empty lot
    2. Place a block
    3. Place planting bed on top of the block
