NPCs not showing title if I know their name, 'public vendor' does not appear over head

    GPU: NVIDIA GeForce GT 740 GPU RAM: 2018
    SotA.Win.64.819.Date.08.01.18
    Area: OwlsHead
    Area Display Name: Owl's Head
    Loc: (68.0, 91.1, 248.7)

    The public vendor in owls head does not say public vendor, just his name Ronald.
    These two in the picture are housing merchant and bookseller if memory serves, but they dont have that title showing. Pressing N does not help, it just removes the name.
