Ore Vein Respawn in Mines

    Change the respawn time of ore veins inside of all mines to 3 minutes. Let us test it out on QA for a while.

    It would be nice if nearly exhausting a certain kind of node had a chance to start an event, being a super ore node, elemental invasion, bandit attack, etc. with some ore related rewards.
