Overland Encounter Mobs Not Subject To Terrain Speed

    Overland Encounter mobs need to be subject to the same terrain speed limitations as players, especially given that many are placed on roads forcing players onto slower terrain. Currently the encounter mobs just sprint over slow terrain like Usain Bolt, and drag you into the very encounter you left the road to avoid.

    I realize that the implementation performs as expected, but the implementation should be reconsidered given that the whole purpose of adding the new overland encounters was to give players the option to avoid them.
    Thus the bug is with the implementation itself, not an issue affecting it. It would be great if you could add this to Jira. Thanks.
