Title: Owl's Head NPCs are AWOL in multi

Details: None of the Owl's Head NPCs are present in multiplayer mode, they appear when switching modes. Workaround: shop in Party or Private mode.
Steps to Reproduce: Go to Owl's Head, hope you are in the bugged instance, see no NPCs, switch modes, see NPCs, switch back to multi, see no NPCs. I got a confirmation from another player that he couldn't see NPCs either.

Details: When in multiplayer mode, no npcs are visible. When switching to private or party, they are visible.
Steps to Reproduce: Go into Owl's Head from Over World or log out and back in while in Owl's Head while in multiplayer mode

This is also happening in Resolute. scratch that, it was just an npc had wandered off

 

I had just used the lunar rift to Owl’s Head and everything was fine. Logged out for a few, resumed in Owl’s Head.... all NPC’s were gone. Even tried exiting and re-entering from world map. This is also in multiplayer mode.

 

Try switching to Party or Private mode, that generates a fresh instance, and should work. I think the current OH instance got wonky and won't go away until everybody leaves it for a while, which ain't gonna happen.
