Party follow not working correctly

Took a guild mate who is farily new to Spectoral Mines. We are in party but he could not get a follow. I moved to outside to the foothills and still could not get a follow. He could tele friend to me fine. Then I went and recalled home and he got the follow message but told him he was unable to follow at this time. We were in open mode. We changed to party mode and I went to another zone and he still got the same message. Cannot follow at this time. Is this due to his adventure level or something else
