Passage to Xenos

    I am trying to get to Xenos from Etcetar and Avitas the harbormaster won't let me have passage. He asks why I want to go to Xenos but I can't figure out what he wants me to say. Any tips?

    Outside of the town Etceter (on the overhead map)take the large boat to Elysium to get to Xenos
