    Title: Persistent Quest Bug
    Reproduction Rate: In QA
    Blocker?
    Details: I was running down from brit and noticed a sparkle to go into midmaer way, was thinking a new quest as I had already solved the original quest there, so I go in and to my surprise I am in the middle of the quest, but when I go to say help to the witch as instructed, She tells me I have the painting already and directs me not to take her stuff from tailoring table!
