Planting beds on water platforms

    Title: Planting beds on water platforms
    Reproduction Rate: 100%
    Blocker? No
    Details: Cannot place planter beds on either the water platform or ornate water platform. Not sure if this is intended or not. I would have thought that this would be okay to do.
    Steps to Reproduce: Try to place any size planter bed on any water platform.
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz (8) System RAM: 16314
    GPU: NVIDIA GeForce GTX 970 GPU RAM: 4059
