Players not being pulled into Roving Encounter

    Title: Players not being pulled into Roving Encounter
    Reproduction Rate:
    Blocker?
    Details: Several players and skeletons are hanging around outside of Kingsport on the overworld map. The skeletons make threatening noises and even pursue players but the players are not being pulled into an encounter.
    Steps to Reproduce:
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-3770 CPU @ 3.40GHz (8) System RAM: 16324
    GPU: NVIDIA GeForce GT 640 GPU RAM: 3020

    okay, finally witnessed the glitching happen. i ran past a bandit on my way to britanny and ran out of its range, but someone else was in its ranged when it stopped. it ran up to the other player but couldn't pull him in. i think it's a matter of not being able to switch from the initial target. it can't pull me in now, either.

    Note: the stag from example #2 above followed me to this location, and neither the bandit nor the stag ever pulled me into an encounter.

    I've been able to reproduce the issue and find the bit of code that is causing the problem. It only took 4 1/2 hours :).

    I'll be working on a fix for a patch.

    I finished the fix this afternoon. It'll go into the Sunday night build. It'll be build #500.
