Point West Caretaker and the devotional Quest

Vikram, the Point West Devotional caretaker, has always been squirrely when doing the Devotional quest. Now, he doesn't respond to the word "valor" and won't register my visit with him so I can't complete this (long) quest.

He responds to every other key word I put to him concerning the shrines in every other city, and gives detailed information about everything except for the ONE THING he actually exists to discuss--the devotional that he himself is in charge of!

EDIT: At Dusk, a second caretaker, Ardel, shows up. He works correctly and can respond to "valor", allowing me to move on with the quest. Vikram definitely needs some reprogramming, though. He gets stuck on "valor" every single time.

Also having the same problem.

In another thread someone reports that although Vikram has nothing to say about valor, if you wait for the other caretaker, Ardal, who will arrive at dusk, you can advance the quest.
