    I have similarly just completed visiting all of the shrines. In my case Compassion was the last to be visited. When I talk to the caretaker I can ask about all 11 cities and be told "I've heard you've spoken to the caretaker there about [virtue]", but nothing comes up that allows me to actually complete the quest.
