    Title: Free newspapers must be stolen?
    Reproduction Rate: 100%
    Blocker? No
    Details: Garrulus the Hawker says the newspapers near him are free, but using them puts up a gump with a "Steal All" button with green text, not red text, and the piles have a green mouse-over cursor, not red. If the papers are free, the button should be "Take All," not "Steal All." Clicking the Steal All button brings the Justicar accusing me of thievery.
    Steps to Reproduce: Double click newspaper piles on the table at this Loc.
