POT External Item Count Subtraction

    Title: POT External Item Count Subtraction Off
    Reproduction Rate: Ongoing, some what random but consistent enough to report.
    Blocker? No
    Details: Hamlet external item count of 60 does not reduce after having 60 items present but then removing one or more from the town.
    Steps to Reproduce: Add 60 external items in hamlet in long play session, remove items, item count vs limit stays maxed. Exiting the game and reentering clears it.
