PoT houses evicted

    Title: Non QA homeowner evicted?
    Reproduction Rate: 100%
    Blocker? Yes
    Details: One of my characters had their house evicted on the QA server. The account does not have QA access, so I can not see if there is an evicted message. This was not done by anyone that is a steward.
    Steps to Reproduce: check a plot that does not have QA access.
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-4770K CPU @ 3.50GHz (8) System RAM: 32614
    GPU: NVIDIA GeForce GTX 980 GPU RAM: 4060
    SotA.EarlyAccess.Win.64.392.Date.09.14.16
    Area: POT_grassland_metropolis_01_template
    Loc: (-96.2, 55.0, 420.1)

    There are several (around 40) empty lots e.g. in Brit Alleys as well, probably those without QA access?
