    Title: PoT: Town has 0/0 resources

    Reproduction Rate: 100%

    Blocker? Partial

    Details: When I attempt to place anything in my (new) PoT, Shadow's Rest, I can not due to 0/0 being available. This covers Sq. Ft for markers, NPCs, NPC buildings, and Decorations.

    Steps to Reproduce:
    1. Log into Shroud of the Avatar, any online
    2. Enter Shadow's Rest
    3. Attempt to place any PoT item.
    4. Note that the UI flashes red as 0/0 of that resource is available.
    User Specs: MSI GT70 PC2 Laptop
