    Details: Can't place the Practice Dummy on Lot. Not outside of the house or inside of the house.
    Steps to Reproduce:
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: AMD FX(tm)-8320 Eight-Core Processor (8) System RAM: 8092
    GPU: NVIDIA GeForce GTX 1060 6GB GPU RAM: 6100
    SotA.EarlyAccess.Win.64.495.Date.10.26.16
    Area: POT_forest_metropolis_01a_template/Falling Waters Fortress
    Area Display Name: Falling Waters Fortress
    Loc: (297.6, 36.0, 74.5)

    Same here... cannot be placed outside, inside, or on top of house.

    I had the same problem until I figured out that it counts as an NCP. For example, if you have a Vendor and one pet, or two pets, on your lot, you cannot place the Practice Dummy. Try picking up a pet, then see if you can place the Practice Dummy again. Even then, it is a bit fussy about being placed. I hope that helps.
